NCEA Level 1 is the first stage of the National Certificate of Educational Achievement, New Zealand's principal secondary school qualification, administered by the New Zealand Qualifications Authority (NZQA). Most students sit it in Year 11. To be awarded the certificate, a student needs 60 credits at Level 1 or above, plus the 20-credit literacy and numeracy co-requisite - 10 credits of literacy and 10 of numeracy, assessed through separate common assessment activities that sit outside their subject standards.
Credits are earned against Achievement Standards, each graded Not Achieved, Achieved, Merit, or Excellence. Some standards are assessed internally by the school across the year; others are assessed externally in the November examinations. A certificate can be endorsed with Merit or Excellence when enough credits are earned at that grade, and individual subjects can be endorsed too - which is why grade quality, not just credit count, matters from the very first year.
